TSE for taximeters in Germany: what taxi operators need to know

Germany’s cash-security rules (KassenSichV) now cover taxis. Here is what that means for operators changing dispatch software.
What a TSE is
A TSE (technische Sicherheitseinrichtung) is a certified security module that records transactions so they cannot be altered afterwards. Cash registers have needed one for years; taximeters and distance counters followed.
The key dates
- 1 January 2024: EU taximeters must have a certified TSE
- 1 July 2024: distance counters (Wegstreckenzähler) first sold after 30 June 2024 need a TSE from day one
- 1 January 2026: end of the transition for taximeters fitted with INSIKA before 2021
- 1 January 2027: older distance counters that can connect a TSE must use one
What it means when you switch dispatch system
